Dr. Jane Mbilinyi is currently a lecturer in the Department of Rural Development and Regional Planning of the Institute of Rural Development Planning; as a lecturer, she is conducting training, consultancy and research in the fields related to regional development planning and Management. She teaches regional analysis, regional planning techniques, strategic planning, integrated planning and Programme/Project Planning and Management. Her research interests and assignments include – Land rights and livelihood, The evaluation of Poverty Reduction Strategies and Agriculture Development projects; whereby smallholder farmers being a target group. Decentralization system and Public Expenditure Trucking (PETs); and Urban growth and people’s livelihood. She has been involved in consultancy works and field assignments including the preparation of Socio- economic Profile and Baseline survey, preparation of strategic plan, conducting situational analysis and preparation of integrated water and sanitation plan, she has been involved in Conducting situation analysis and Training Needs Assessment (TNA) for strengthening primary education management system, involved in conducting Ministry of Finance (MoF) Service Delivery Survey (SDS).
She is conversant in the use of different planning techniques, which include Opportunities and Obstacles to Development (O & OD), potential analysis and Potential Matrix among others. As a trainer, researcher and consultant, Dr. Mbilinyi has worked with ministries, departments and agencies of government (MDAs) and local government authorities (LGAs) in Tanzania. She worked with national and international organizations, including EQUIP – Tanzania, a UK-funded project.
